We hereby confirm that Kaarstoe Gas Plant and other ports within the Karmsund
Harbour District have been approved by appropriate authority July 1st 2004.
Information about the implementation of ISPS Code at Kaarstoe.
ISPS - Contact person at Kaarstoe Gas Plant
- Who in the port is designated as"Port Facility Security Officer"
Mr. Arne Mathisen
Telephone: 0047-91 78 32 56
E-mail: arma@statoil.com
All vessels bound Kaarstoe will be notified by the agent about ISPS level
in force at any time.
We have not received any info from this installation that should indicate any
increase in cost level for ships calling.
There are no changes in tug boat requirements and it is also highly unlikely
that there will be any charges imposed due to security level required.
The ISPS regulations should not lead to any delays in ships turnaround.
We do not foresee any problems with regards to crewchanges and flow of goods
to/fm vessel as long as all spares etc has the attached documents required.
Measures that have been initiated after the introduction of the ISPS Code
on 1 July 2004
The following safety measures have been initiated on the introduction of the
ISPS Code at Kårstø on 1 July 2004: An advance notice must be given
of all visitors to ships, and a list of names must be available at the main
gate. Visitors must report to the main gate to be issued visitors' cards. Failure
to give advance notice of visitors will result in non-admittance. This does
not apply to persons with a valid access card issued by Statoil (ID card with
photograph).
When changing crews, name lists of both the old and the new crew must be available.
These persons will not be issued with visitors' cards, but will be issued ID
cards which must be checked against the list of names/crew list. Intermediate
storage of goods on the plant premises will not be permitted. All provisions
and stores must be taken directly onboard.
Furthermore, prior notice of all shipments must be given, accompanied by a
safety declaration
(declaration of goods) which confirms that the shipment is in the same condition
as it was on leaving the supplier. This declaration shall be presented on request.
It is the ship's responsibility to ensure that the shipment is all right.
All crew lists, name lists and advance notice of visitors shall be sent via
e-mail or fax to the main gate at Kårstø.
