Waste Reception and Handling Plan for the Port of Karmsund and the Port of Kårstø Gas Plant

The Port of Karmsund and the Port of Kårstø Gas Plant have in co-operation established a new “Waste Reception and Handling Plan” for ship-generated waste and cargo residues. The plan will be effectuated from 1 st of February 2005 and will lead to changes in existing routines for reporting, handling of waste, calculation of fees and invoicing of services provided at the respective ports.
Background
The Plan results from the requirements of EU Directive 2000/59/EC and the Norwegian decree on delivery and reception of ship –generated waste and cargo residues, issued on 12 th of October 2003 by the Norwegian Ministry of the Environment.
The objective with these regulations is to protect the environment by means of establishing and operating satisfactory reception facilities for waste and cargo residues from ships, and ensure that ship-generated waste and cargo residues are delivered at the port reception facility.
Obligations resting on the port authorities
In accordance with the regulations, implementation of the waste reception and handling plan is the responsibility of the port authorities in the respective ports. In addition, the port authorities are required to charge a fee in accordance with the regulations. The responsibility for implementation of the plan is delegated to the following officers:

Obligations resting on the shipmaster
The master of a ship shall as a rule deliver all ship-generated waste and cargo residue to the port reception facility in the nearest port of call. The plan specifies possible exemptions to his rule.
The master of a ship shall notify the responsible officer for the Waste Reception and Handling Plan regarding delivery of waste and cargo residues:
at least 24 hours prior to arrival, if the port of call is known, or
as soon as the port of call is known, if this information is available less than 24 hours prior to arrival, or
at the latest upon departure from the previous port
Charging system
In accordance with the decree, a waste related fee will be calculated for all ships calling at a port. The fee will be based on the “no special fee” principle. This means that a ship will be charged with a waste-related fee, regardless of the actual amount of waste delivered. This fee applies to various types of mineral oil containing waste, minor amounts of hazardous waste, sewage and “general waste” (mixed waste or sorted waste fractions). Cargo residues and larger amounts of hazardous waste are not covered by the “no special fee” calculation and are charged separately.
The charging system with differentiated charge rates for various types of vessels is in preparation and will be published on 1 st of February 2005 in connection with the effectuation of the plan. For ships engaged in scheduled traffic with frequent and regular port calls and for ports dedicated to recreational craft it is presupposed that the charging system is replaced with dedicated waste handling contracts.
Notification form
The notification shall be given by means of a dedicated form which is available at the Port of Karmsund and the Port of Kårstø Gas Plant. Shipping agents or the operator of the port reception facility may assist in filling out the form. The notification form shall upon request be made available to the Norwegian Maritime Directorate (Sjøfartsdirektoratet).
