The Norwegian Coastal Authorities (NCA) have proposed increased fees for pilotage services as from 1st January 2008 as follows (the proposal may however be subject to changes, as it is expected to be sanctioned by end of December 2008.
General Coastal Dues: Nok 0,28 pr grt (charged for inward andoutward passage)
Entry- and departure dues: Nok 0,94 pr grt for the first 3000 grt, then Nok 0,82 pr grt for the remaining grt.
Distance sailed under pilotage: Nok 10,57 pr nautical mile (minimum 15 n.m.)
Pilotage dues (inward and outward) based on vessel grt, and charged hour by hour for as long as the pilot is on board.
Hourly rates as follows (based vessel grt):
From 0 to 1000 grt; Nok 780,00 From 1001 to 2000 grt; Nok 980,00 From 2001 to 4000 grt; Nok 1155,00 From 4001 to 8000 grt; Nok 1325,00 From 8001 to 12000 grt; Nok 1450,00 From 12001 to 20000 grt; Nok 1610,00 From 20001 to 30000 grt; Nok 1760,00 From 30001 to 50000 grt; Nok 1885,00 From 50001 to 100000 grt; Nok 2010,00 From 100001 grt and above; Nok 2140,00
Saftety fee: Nok 0,96 pr grt for calls at Kaarstoe, and Nok 0,26 pr grt for other ports in our district.

From time to time we assist in providing renewal of the SSCE certifikate for ships calling ports in our district, mainly at the Kaarsto Gas Terminal. This has not been a problem up until now. We now experience however that when attempting to order a renewal, our request is rejected. The explanation for the refusal is the manning situation, and we have been verbally informed that SSCE certificates will not be a priority for the rest of 2008. The performing and controlling entity is run as a private business (Haugaland Miljøservice A/S) on behalf of the Chief Municipal Medical Officer and the Norwegian Public Health Institute. On behalf of our principals we have tried to complain to these authorities, and we have tried to apply to entities outside our district , unfortunately without any response. At present renewal of SSCE certificate cannot be done util January 2009.

Please be advised that "Hydro Aluminium" at Karmoy implemented a "Quay Due" in 2007, which actually is an ISPS fee to cover the costs of the internal ISPS regime. The fee will have an impact on the port costs for all ships calling at Hydro Karmoy, including vessels calling for bunkers.
Unfortunately we have not been informed of this fee aforehand, but apparently due to slowness in the system, the invoicing has just recently started.
The fee is based on vessels GRT and is at present NOK 0,50 per GRT. Hydro Karmoy is a private harbour, and as such the fee will not affect any other ports in our area.

Introduction to ship owners / ship operators
Safe Sea Net (SSN) is a ship reporting system of mandatory use for all ships arriving to- and departing from Norwegian ports. The system is managed by the Norwegian Coastal Administration (NCA), and is based on the requirements stated in EU directive 2002/59/EC, implemented in the Norwegian legislation.
The regulations applies to all ships of 300 GRT and upwards, and any ships irrespectively of size, carrying dangerous or polluting goods.
The responsibility for reporting lies with the Owners, Masters or agents. By failure to report, or if any details should be neglected or overlooked when reporting,
Masters will be notified directly by “Vardø VTS”, who is responsible for the monitoring of Norwegian coastal waters.
Consequently we recommend ship owners / ship operators to have their vessels duly registred with the Norwegian Coastal Administration (NCA) to enable the Masters to report via internet.

We have now been informed that EFTA's Surveillance Authority (ESA) on 16.July approved the Environmental Agreement entered into between the Norwegian government and the 14 affected industry organizations. Reference is made to press release on ESAs home page athttp://www.eftasurv.int/information/pressreleases/2008pr/dbaFile14424.htmlThis implies that all enterprises joining the Environmental Agreement will be exempt from the NOx-tax, currently at 15,39 NOK/kg NOx, and instead pay 4,00 NOK/kg NOx.Enterprices haveing joined the Agreement prior to 01.July 2008 will be refunded the NOx-tax paid for all emissions made after 01.January 2008.However, the payment of the NOx-tax for 2.quarter 2008, which is due on 18.July, shall be paid as scheduled.The authorities and the NOx-fund will issue further guidance with respect to the procedures for being refunded already paid NOx-tax as well as payment of the fee to the NOx-fund for the same period.Please consult the web site of the NOx-fund at http://www.nho.no/nox for future updates.

It has come to our knowledge that the agreement beteween NCA and Lufttransport A/S has been amended, apparently because of increased fuel costs combined with a much lower volume in flights than previously expected. The fares for boarding/disembarking a pilot has been increased from NOK 44.104 per flight to NOK 67.297 per flight (i.e. NOK 134.594 for boarding and disembarking a pilot in open sea). Boarding a pilot inward, and disempbarking a pilot outward by helicopter is mandatory for vessels of 30.000 grt. and above.
The agreement is valid from 10.June until 15.November 2008, when a new helicopter type will be implemented (SN365N3). This is a heavier and more expensive helicopter to operate, consequently the fares will yet again be increased from NOK 67.297 to NOK 73.951 per flight (NOK 147.902 for boarding and disembarking a pilot). During a transition period autumn 2008, the old helicopter type (A109E) will sporadicly be used, while the pilots are being checked out on the new type.
NCA has announced that the fares are subject to adjustment on the next quarterly meeting in September, pending evaluation of flight volume and operating costs.
Further, NCA considers to lower the GRT limit from 30.000 grt to 25.000 grt, which corresponds with the recommendations from StatoilHydro ASA. If this should be decided and implemented, it will obviously have a major impact on the port expenses for ships of 25.000 grt and above.
